In 2004, our silver anniversary, PAWS will begin plans for a unique animal welfare facility modeled after Best Friends Animal Sanctuary in Kanab, Utah.
Planning and implementation of this multi-faceted facility will be guided by a small, action-oriented team of people, supported as necessary by experts in various fields from shelter architecture to land use planning.
We will build the facility through a phased approach, as resources allow. PAWS will not incur debt to fund the project.
We will follow a comprehensive strategic planning process. Planning will begin in 2004 with needs analysis garnered from relationships developed through the Central Pennsylvania Animal Alliance (a regional coalition of rescues and shelters dedicated to creating a "no-kill" community in Central Pennsylvania), statistical data from local and regional animal control agencies, and other sources.
We also will visit the Best Friends Animal Sanctuary and other leading facilities in the United States to learn from their experience and enjoy the benefits of their insights. Research will include a focus on staffing and volunteer needs, as well as a thorough understanding of the financial obligations required for cost-effective operation.
In late 2004-early 2005, we will begin formulating specific plans for land and facilities use, based primarily on a vision for the following components:
* An on-site veterinary hospital for treating animals at the facility and for enabling an aggressive spay/neuter clinic for owned and homeless animals in the surrounding communities;
* An intake area for isolating incoming animals from the primary population;
* Cat and dog "villages" for the temporary and permanent housing of dogs and cats, including non-traditional shelter spaces, a fully enclosed feral cat sanctuary, and fenced-in dog exercise and play yards;
* Offices for PAWS personnel and volunteers, meeting rooms, and other administrative facilities.
We expect to break ground for the initial phases of the project in 2005 and construction will proceed as funds allow.
